What is Government’s latest initiative Jal Shakti Abhiyan?

Within a month of establishing the Ministry of Jal Shakti - A ministry solely dedicated to water conservation. The government launched a project named Jal Shakti Abhiyan (JSA), an intense water conservation campaign based on citizen participation. In simple terms, the campaign will focus on the integrated demand and supply side of water management at the local level, including developing local infrastructure for source sustainability through rainwater collecting, groundwater recharging, and the reuse of domestic wastewater. 

 

The National Water Mission's (NWM) "Jal Shakti Abhiyan" campaign, with the tagline "Catch the rain, where it falls, when it falls," aims to encourage states and stakeholders to build appropriate Rain Water Harvesting Structures (RWHS) that are suitable for the climatic conditions and sub-soil strata before the monsoon.  


What does the Jal Shakti Abhiyan Project Include? 

This project incorporates building check dams, water harvesting pits, rooftop, removal of encroachments and de-silting of tanks to increase storage capacity. It additionally focuses on removal of obstructions in the channels that bring water to them from catchment areas along with repairs to step-wells using defunct bore-wells and unused wells.. 

 

How does Jal Shakti Abhiyan Work? 

To make all these operations easier, each state has been asked to establish "Rain Centers" in each district, these can be either in Collectorates/Municipalities or General Practice offices. These Rain Centres will have a dedicated contact number during this time and will be staffed by an engineer or someone well-versed in the technical field. This center serves as a technical resource for everyone in the district on how to catch rain as it falls and where it falls. 

 

Efforts should be taken to ensure that all buildings in the district have rooftop RWHS and that the maximum amount of rainwater falling in any compound is captured within the compound.  

All water bodies in any particular district are to be cataloged (checked against revenue records), and encroachments are to be eliminated as part of the "Catch The Rain" project or Jal Shakti Abhiyan. 

 

Mission of Jal Shakti Abhiyan 

The primary goal should be to prevent or minimize the flow of water from the compound. This will help in the improvement of soil moisture and the raising of the groundwater table. It will limit water flowing into roads, causing damage to them, and will prevent urban floods in urban areas. 

 

Places to be considered- 

District Collectors, heads of institutions such as IIMs, IITs, Central Universities, Private Universities, Chairmen of Railways, Air Port Authority, PSUs, DGs of the Central Armed Police Force, and others with huge expanses of land have been asked to "Catch the Rain" with Jal Shakti Abhiyan.
